Powering America’s Commercial Transportation (PACT) and Edison Electric Institute (EEI) have signed a Memorandum of Understanding (MOU) aimed at accelerating the deployment of charging infrastructure for medium- and heavy-duty zero-emission vehicles (MHDVs). The collaboration will prioritize cross-sector initiatives, focusing on grid readiness and best practices for affordable and timely infrastructure deployment. This partnership supports the National Zero-Emission Freight Corridor Strategy and aims to advance electric commercial vehicle adoption.

PACT and EEI will work together to advance grid readiness across regions, enabling truck manufacturers and fleet operators to meet federal and state regulations for zero-emission vehicles (ZEVs). The organizations will also share best practices for estimating electric MHDV charging demand, supporting timely energization processes, and reducing deployment costs and timelines for charging infrastructure.
Aravind Kailas, Advanced Technology Policy Director at Volvo Group North America and a founding member of PACT, stated, “PACT’s partnership with the Edison Electric Institute is an important and much-needed step toward unlocking the benefits of a commercial zero-emission vehicle future.” He emphasized that collaboration among stakeholders such as vehicle manufacturers, truck fleets, charging developers, and electric companies is crucial for a successful energy transition.
Phil Dion, Senior Vice President of Customer Solutions at EEI, added, “Medium- and heavy-duty truck fleets represent an entirely new customer segment for America’s electric companies, and we are proud to join forces with PACT to ensure their seamless integration with the energy grid in a cost-effective and reasonable manner.” Dion highlighted that collaboration between industries is essential for accelerating electric vehicle adoption and preparing the energy grid for future transportation needs.
In addition to partnering with EEI, PACT has joined forces with other organizations, such as the Natural Resources Defense Council (NRDC), to advance policies for an expedited and affordable electric grid build-out. Max Baumhefner, Director of EV Infrastructure at NRDC, commented, “This is one issue on which NRDC, electric utilities, vehicle manufacturers, and charging developers can agree. We’re glad they’ve joined together to build the infrastructure needed to meet our clean air goals. It’s the job at hand.”
