The MOU positions Savvy Charging as Pioneer’s strategic partner and franchisee in the UAE. Savvy holds permits from Dubai Electricity & Water Authority (DEWA) and maintains relationships with government entities, utilities, and fleet operators.

A central component involves transferring e-Boost technology to a designated manufacturing partner in a low-cost regional zone. This approach addresses UAE compliance requirements while reducing costs.

The franchise model is structured to generate revenue through multiple streams:

  • Pilot unit delivery fees beginning in 2026
  • Recurring franchise revenue from ongoing operations

Pilot Program Details

The partnership’s initial phase centers on delivering a paid pilot unit designated the e-Boost G.O.A.T. This fully mobile charging system integrates with a rugged Ford F-350 chassis.

Following Q1 2026 delivery, Savvy Charging will conduct compliance testing and demonstrate the system to fleet operators. The company will then begin securing orders for additional units to be manufactured locally under the technology transfer agreement.

UAE Market Drivers

The UAE presents favorable conditions for mobile EV charging deployment. Government mandates require 30% of all fleets to transition to electric vehicles by 2030. Dubai Rapid Transit Authority has established a parallel 30% EV target.

These policies are generating demand among major fleet operators including:

  • Dubai Taxi Corporation (DTC) — approximately 4,000 vehicles
  • Al Khurair (KABI) — private fleet operations

Savvy Charging operates a mobile-Charging-as-a-Service (mC-a-a-S) model comparable to SparkCharge in the U.S. market. This approach supports rapid fleet scaling without fixed infrastructure requirements.
