The London Borough of Harrow is installing 500 new on-street EV charge points across the borough. The rollout targets residential streets through a partnership with charging provider char.gy. It is designed for residents who lack driveways or off-street parking.

Deployment Timeline and Scope
The charge points attach directly to existing lamp columns on residential streets. Of the 500 units planned, 225 are already operational. The remaining 275 are scheduled for completion by Oct. 2, 2028.
The low-powered units are intended for overnight top-ups rather than rapid charging. All units run on 100% renewable electricity, with clear pricing structures and reduced overnight rates.
Local Government Perspective
Cllr David Ashton, Harrow’s Cabinet Member for Finance and Highways, said the initiative puts residents first. He noted the expansion reduces time spent searching for available chargers. It also aims to build confidence among current EV drivers and those considering the switch.
Charging Network Operator Response
John Lewis, CEO of char.gy, said the 500-unit expansion will serve everyday drivers. He highlighted three key user groups:
- Residents without driveways who need reliable on-street access
- First-time EV adopters seeking affordable local charging
- Existing EV owners who want dependable infrastructure close to home
Lewis added that local charging availability gives drivers the confidence to transition to electric vehicles.
Part of Broader Climate Strategy
The rollout is part of Harrow’s wider climate strategy. The borough already operates more than 100 on-street chargers through partnerships backed by government funding. That includes the On-Street Residential Chargepoint Scheme (ORCS).
