VinFast has signed a strategic Memorandum of Understanding with TÜV Rheinland to expand vehicle testing, certification and technical advisory services in Vietnam, a partnership that includes construction of a new VinFast Testing Center built to international standards. The agreement builds on years of joint work assessing electric vehicle systems, components and complete vehicles, and elevates that relationship from individual projects into a long-term partnership. Under the MOU, TÜV Rheinland Vietnam will name the VinFast Testing Center its preferred provider for relevant testing and advisory projects across Vietnam and the ASEAN region. Executives from VinFast’s Quality Control Division and TÜV Rheinland Vietnam signed the agreement this week in Hanoi.

VinFast, TÜV Rheinland Formalize Long-Term Testing Partnership
The MOU covers a broad range of areas, including technical advisory services, testing, certification and specialized training. VinFast and TÜV Rheinland have previously collaborated on testing and technical assessment activities covering EV systems, components and complete vehicles; the new agreement moves that work from a project-by-project basis to a standing partnership. The move follows a similar pattern to VinFast’s VinMetal green-steel initiative, which pursues vertical integration to control quality across the company’s supply chain — the TÜV Rheinland partnership extends that same emphasis on quality control into third-party testing and certification.
VinFast Testing Center to Serve Regional Automakers
Beyond VinFast’s own vehicles, the two companies plan to jointly promote the Testing Center’s capabilities to other international automotive manufacturers and to develop new business opportunities around it, along with specialized training programs and industry seminars. The companies said the expanded partnership is intended to help Vietnamese automotive businesses integrate more deeply into the global automotive value chain.
Executives on the Partnership’s Strategic Value
Nguyen Manh Quan, Deputy CEO of Quality Control Division at VinFast, said: “Our partnership with TÜV Rheinland is a key step in VinFast’s long-term strategy to strengthen our research, testing and product development capabilities in line with international standards. Beyond enhancing product quality, this collaboration also creates opportunities for VinFast to gradually become part of the regional and global automotive technical services network, contributing to the continued development of Vietnam’s automotive industry ecosystem.”
Nguyen The Anh, General Director of TÜV Rheinland Vietnam, said: “We highly value VinFast’s continued investment in research, testing and product development. Leveraging our global expertise in testing, inspection and certification, TÜV Rheinland looks forward to working alongside VinFast to strengthen technical capabilities, drive technological innovation, and develop services that meet the growing demands of the market.”
TÜV Rheinland’s Global Automotive Role
TÜV Rheinland is headquartered in Germany and has more than 150 years of history in testing, inspection and certification. According to the company, it provides technical services to automotive manufacturers and suppliers worldwide to help them meet regulatory requirements and international standards covering safety, performance, electromagnetic compatibility, cybersecurity and other specialized technical areas.
VinFast, which the company describes as Vietnam’s leading electric vehicle manufacturer, operates an ecosystem spanning electric cars, electric motorcycles and smart mobility services. The company said the TÜV Rheinland partnership reinforces its strategy of building a network of technical partners to support research, testing and product development as it works to meet international standards.
